This is the highly desirable Philadelphia candlestand form. This candlestand has a dish top over a bird cage leading to a suppressed ball pedestal terminating in snake feet.
Condition:
Top has been cracked and glued with a butterfly joint is applied. It has a period latch, but it is not original.
